When Saruman fell into disgrace and was driven from Isengard, he put into action a sinister plan to devastate the Shire. While Frodo and his companions sought victory against the Dark Lord, their relatives in the Shire were enslaved, and only small pockets of resistance could hold out against Saruman and his army of vagrants and thugs.
